The United States is not experiencing a deficit of information; rather, it is experiencing a deficit of transformation. As we, Tim & Dawna Avery, have emphasized in The Call America Needs NOW: 3 D’s to Activate the Church, the modern Church does not suffer from a lack of teaching, but from a lack of true discipleship. The cultural moment demands more than increased communication—it requires the activation of believers who are grounded in truth, healed in freedom, and mobilized with purpose.
This paper presents a fourfold framework—Discipleship, Deliverance, Deployment, and Discernment—as a model for activating the Church to meet the urgency of the present hour.
Discipleship: The Foundational Process
Discipleship serves as the essential starting point for all spiritual formation. It is not merely instructional but transformational, requiring both submission and application. As demonstrated in the teachings of Jesus, discipleship is not confined to knowledge acquisition but is evidenced through obedience and lifestyle alignment.
According to Luke 6:48, a life built upon the teachings of Christ is likened to a house established on a firm foundation. This metaphor underscores that stability in times of testing is not determined by external conditions but by internal formation. Furthermore, discipleship is an ongoing process; individuals are continually shaped by influences, whether intentional or passive .
Therefore, true discipleship involves disciplined thought patterns, consistent spiritual practices, and the active integration of biblical truth into daily living. Without this foundation, subsequent stages of spiritual growth lack structural integrity.
Deliverance: The Restoration of Freedom
While discipleship forms the believer, deliverance frees the believer. Deliverance addresses the internal barriers—such as shame, fear, guilt, and spiritual strongholds—that hinder one’s ability to fully receive and walk in God’s purposes.
As articulated in the original teaching, forgiveness addresses sin, but deliverance addresses what remains attached to sin . This distinction is critical. Unresolved internal bondage can distort perception, limit spiritual authority, and obstruct forward movement.
The account of Peter’s restoration (John 21:3–18) illustrates this principle. Although Peter had been forgiven, Jesus intentionally revisited the site of failure to confront and dismantle the shame associated with it. Through this process, Peter’s identity was restored, and his authority was reestablished.
Deliverance, therefore, is not optional but essential. It ensures that the believer is not only forgiven but also free—capable of operating without the limitations imposed by unresolved wounds.
Deployment: The Expression of Purpose
Deployment represents the outward expression of inward transformation. It is the stage at which the believer is sent to operate in their God-given assignment.
Scripture consistently demonstrates that healing and freedom are followed by commissioning. In Mark 5:19, the man delivered by Jesus was immediately instructed to testify to others. This pattern reveals that transformation is never intended to remain personal; it is designed to produce multiplication.
Deployment includes the practical application of spiritual gifts, the sharing of personal testimony, and the advancement of Kingdom influence in various environments. As noted in 1 Corinthians 12:7, spiritual gifts are given “for the profit of all,” indicating that individual empowerment is meant to serve collective impact.
Thus, deployment is not reserved for a select few but is the responsibility of every believer who has been discipled and set free.
Discernment: The Safeguard of Maturity
Discernment functions as the sustaining force that protects and guides the activated believer. Without discernment, even a discipled, delivered, and deployed individual remains vulnerable to deception, distraction, and misalignment.
Discernment enables believers to distinguish between truth and error, between the voice of the Holy Spirit and competing influences, and between divine timing and premature action. In an era characterized by information overload and spiritual counterfeits, discernment is not optional—it is critical.
Moreover, discernment ensures that deployment remains effective and aligned with God’s intent. It governs decisions, relationships, opportunities, and responses, thereby preserving both personal integrity and Kingdom impact.
